Phil Ritley
President
As President of APD Construction, Phil Ritley brings over three decades of executive leadership in financial management, operational control, and risk oversight. Prior to joining the commercial construction industry, Phil spent nearly 30 years as a senior executive at a multi-billion-dollar financial institution, where he developed deep expertise in financial governance, strategic planning, and capital project evaluation.
At APD Construction, Phil applies a disciplined, accounting-driven approach to operations, emphasizing strong internal controls, accurate financial reporting, and rigorous project cost management. His leadership provides clear visibility into job performance, margins, and risk, aligning project execution with the priorities of owners, lenders, and developers.
Phil is also instrumental in building governance frameworks and high-performing teams that support sustainable growth. His focus on accountability, collaboration, and data-driven decision-making ensures APD Construction delivers consistent, high-quality results as a trusted construction partner.
Andy Bhakta
Principal
Anantkumar "Andy" Bhakta is the Chief Executive Office of APD Construction, with over 25 years of experience in construction, development, and hospitality operations. Beginning his career in 1999, Andy has led a wide range of ground-up builds and renovations, serving as General Contractor on nationally branded hotels including Hilton, Best Western, IHG, & G6 Hospitality, as well as custom residential projects along the Texas Gulf Coast.
As both a long-time property owner and builder, Andy brings a practical, owner-focused mindset to every project. He is known for hands-on leadership, strong project coordination, cash flow management, and a deep understanding of local building codes. Fluent in three languages, Andy values clear communication, accountability, and long-term quality—principles that continue to define APD Construction’s work and reputation.
